We went not knowing what to do, no events planned, no map in hand, and entirely on a less-is-more budget. With packed sandwiches in hand, we roamed the streets and along the river. All the locals were out taking their passeggiata, and we went along with them. Every once in a while when we began to feel the winter chill, we ducked into a cafe for some caffe.
Osteria del Bugiardo - where the wine is 1.50 euro a glass, and the aperitivi are free. Keep 'em comin'!
The highlight in Verona is to see Casa di Giulietta, her balcony, and to rub her statue. The best time to go is probably May/June when it is a bit warmer and before the real summer crowds show up, but in January you will be with the locals. Also, don't miss Verona Arena which plays host to great outdoor operas, and (for obvious reasons) is more desirable in the summer months. Il Barbiere di Siviglia in June has our names written all over it.

Verona è bellissima, c'ero andato in gita scolastica molti anni fa...mi ricordo di una chiesa con il soffitto a carena di nave che mi aveva colpito...gran bella città :)
